Many homeowners around Baton Rouge are sitting still for one reason. They locked in a 2%, 3%, or 4% mortgage a few years ago, and moving now would mean giving it up for a rate north of 7%.
A bill introduced in Congress this August targets that problem directly.
The MOVE Act would let your rate move with you. Representative Tom Kean Jr. introduced the Making Ownership Viable for Everyone Act in the House on August 3, 2026. If it became law, a homeowner could transfer their existing mortgage rate, remaining balance, and terms to a new property rather than starting over at today’s rates.
It’s early, and the odds are long. Before anyone calls their Realtor, it isn’t law yet. It was only introduced this August. It’s been referred to committee, and realistically its chances of passing right now are slim. There are also plenty of details still to be worked through before it could move forward.
If it did pass, it would change the market. A bill like this could release the golden handcuffs keeping a whole pool of buyers out of the market, people who aren’t even considering a move today because the math doesn’t work. That’s why it’s worth watching, even this early.
